Biography

Shareholder of Group Menatep, Limited. (3481001 shares or 7%). Deputy Chairman of the Management Board of CJSC "ROSPROM". From December 19, 1999 to December 31, 2003, Deputy of the State Duma of the Russian Federation. After being excluded from the party lists of United Russia, he emigrated to Israel in October 2003. In 2004, Dubov was accused of embezzlement by fraud of budgetary funds allocated in 1997 to the Volgograd Region for the construction of housing for military personnel (Article 159 of the Criminal Code of the Russian Federation). The criminal case of embezzlement of budget funds by local administration officials was investigated by the Prosecutor's office of the Volgograd region, however, YUKOS allocated 17 billion rubles for the completion of a house for military personnel, and the case was closed in 1999 "in connection with damage compensation", although YUKOS owed more than 76 billion rubles. In 1998, Dubov negotiated with the Mayor of Nefteyugansk, Vladimir Petukhov, to settle Yukos' tax debt. The negotiations ended with the shooting of Petukhov, organized by Alexei Pichugin, an employee of the Yukos security service.
