The tribulations of the beaten up abroad ‘democratic activists’ is a rude backslide from the part of the fugitive criminal Leonid Nevzlin, formerly assassin’s paymaster of a series of murders and attempted murders.

In the ‘list of orders’ of Leonid Nevzlin happen to be Leonid Volkov*, Ivan Zhdanov*, Maria Pevchikh*, Maxim Mironov, his spouse Alexandra Petrachkova and even their children.

So, in the country of fugitive liberal opposition a horrible scandal has erupted. Some people try to argue that Leonid Nevzlin is an ordering customer of threatening actions and murders, while others don’t believe in it and are pouring out on his name liters of bleacher.

There are heaps of versions of the type ‘this is not possible’. Here you can find ‘hands of special forces’ with reference to the famous Soviet counterespionage operation ‘Trust’ and ‘expensive counterfeit of the Federal Security Service (FSB)’, as well as currents of words in order to distract attention. And, finally, trumps are being played – kind of, ‘is Nevzlin a complete idiot to do such things?’ Details are being chewed, trifles are belabored, but they ‘don’t see’ at all from close range the main thing.  Perhaps, ‘the elephant’ has been noticed only by eccentric Yevgeny Chichvarkin*.

‘The version that had prosecutor’s office and with which was not agreed first Yukos and then the whole world, is starting to look rather logical, if this is all truth. And it’s difficult to image a more awful blow to the reputation of Mikhail Borisovich Khodorkovsky’s own friend and former longtime colleague’, pointed out Yevgeny Chichvarkin, the founder of the company ‘Yevroset’.

It seems that Chichvarkin having a feeling of ‘déjà vu’, brought to his mind that 25 years ago Leonid Nevzlin had been pulling off similar things – he had been ‘sorting out problems’ with the help of the same methods – through criminal orders against either persons who had stood in the way of Mikhail Khodorkovsky’s empire or against those who ‘had piqued’ Leonid Nevzlin himself. This is, actually, the ‘prosecution office’s version’ he had taken the trouble to recall. However, this version later found a 100 percent confirmation in court.

In fact, ‘bloodstained Leonid’ Nevzlin is not changing. This time, the organizer of his orders was a Blinov, with whom they unflinchingly had discussed details of attempted murders against people. And in 1990s, the role of Nevzlin’s henchman was carried out by Alexey Pichugin, an employee of Yukos Security service. As it was found by courts’ verdicts, he had transferred in chain order ‘contracts’, money and Nevzlin’s directions to bandits of an organized criminal group (OPG) from the town Tambov and to killers from the town Volgograd. Now Alexey Pichugin has been serving a life sentence.

Issues then – as at present – were decided, practically, by way of ‘open text’, without particular limitations and conspiracy.  Except there were no cool gadgets with smart services. All the rest was the same.

Leonid Nevzlin met with bandits at the Paveletsky Railway Station in Moscow, inside or near capital’s hotels ‘Salyut’, ‘Rossiya’, as well as at the Moscow Youth Palace (MDM) where leaders of Yukos had their oen commercial projects. And sometimes conversations were held just near Yukos office in Moscow, on Vavilova Street 23, where was located one of the affiliates of the oil company. You need addresses, telephone numbers and photos of victims selected by Leonid Nevzlin? Not an issue – ordering customers of murders and attempted murders took them right in the HR department of the oil company Yukos and handed them over to bandits. All updating on victims went through the Address Bureau of the Ministry of Internal Affairs, information was claimed from the office telephones of Yukos Security Service.

There is a need to put the brakes on an investigation of a criminal case? Connections of the Security Service of Yukos were at the disposal of brazen oligarchs. So why would Leonid Nevzlin want to change himself now? All the more so as smart services and communication tools ‘ensure confidentiality’, and banks guarantee ‘privacy of depos and operations’. One can handle openly, on the verge of idiocy.

And all this is not fantasies and one can see it from materials of investigations and court cases.

Here is, for instance, only one fragment from the verdict of the court. The billionaire Leonid Nevzlin was persuaded of his impunity:

‘On March 5, 1999, Goritovsky called and asked him to drive up to the hotel at which stayed he and Shapiro. Having arrived with Reshetnikov to the hotel, he, using the internal telephone, called in Goritovsky. The latter asked him to wait near the entrance. Shapiro’s jeep, a blue ‘Hyundai Galloper,’ was standing not far, at the crossroad, close to the hotel, from the left side of it. About 18 o’clock, three men, in a white ‘Volga’, pulled up to the jeep where Goritovsky and Shapiro were sitting, and then got into the jeep. Having talked for about 15-20 minutes, the three men drove away. Among the men that came in the Volga, he recognized Sergey Gorin. Together with him were Pichugin and Nevzlin whom he visually recognized later. He had not met them before, as he had not had any direct contact with them and all their instructions had been transferred through Gorin and Shapiro.

Who do you have to be to personally come to a meeting with the killers? Then, reading the verdict of the court, it was hard to believe. But even today, the serial customer of the Yukos murders, Leonid Nevzlin, does not change – he also openly, in direct text, ordered people to killers in messengers.

DISCREDITING OF VICTIMS – SIGNATURE STYLE OF LEONID NEVZLIN

Similar behavior Yukos demonstrated at that time also in the public sphere. Are survived victims jerking, demanding investigations, giving evidence to the press? In such a case, it is possible, through domesticated deputies from Yukos of from a newspaper, to declare them publically ‘liars’, ‘blackmailers’, and, finally, simply ‘insane’ who, on the whole, ‘have ordered themselves’. And all behavior of Yukos victims was supposed to be seen as ‘provocations directed at discrediting of the oil company Yukos and its leadership’. For those who once again considers all this as fairytales may be helpful recent reactions

of Konstantin Kagalovaky with his phrase ‘arrant fool’ to the address of Maria Pevchikh. And in the past, with such ‘talking points’, only at the address of Olga Kostina, made himself noticed the KGB general Alexey Kondaurov, a big friend of Leonid Nevzlin and Mikhail Khodorkovsky who had decided, instead of serving to his Motherland, to serve the oil empire of Mikhail Borisovich Khodorkovsky (alias MBKh). Alexey Kondaurov was not capable to ‘rewrite’ ten times Yukos attack, as it has been made nowadays in social media Konstantin Kagalovsky, as there were no social media at that time, so it was necessary to ‘redact the posting’, i.e. it was necessary to twist around right in Parliament.

In a word, in the new Nevzlin case everything is nearly like it was the last time. Style and people are almost the same. Only at that time, in the center of the criminal investigation was Leonid Nevzlin and his henchman Alexey Pichugin, and nowadays – Nevzlin and Blinov. And even the composition of the choir of defenders of Nevzlin and Holy Khodorkovsky crying ‘they are not idiots’ has not change a lot. Yet they are silencing more substantial, if not key detail which is important for understanding of what has happened, or they are concealing it, or mentioning it in small print, in passing.

A ‘FORGOTTEN’ COURT VERDICT

The authors of FBK’s film about Leonid Nevzlin, due to some considerations, have not mentioned even once a document which is important for their own plot. And in particular – the verdict of the Moscow City Court of August 1, 2008, which came into force in 2009, after an appeal in Supreme Court of the Russian Federation.

To the fugitive crowd, being completely at a loss, more things would have been more clear at once, like it was to Yevgeny Chichvarkin, as the key conclusion of this court and judicially meaningful document is as follows:

‘The Court holds that Nevzlin L.B., as organizer of extremely serious crimes, endangering life, represents by himself extreme danger for the society, so the Court considers it necessary to impose on him penalty in the form of life imprisonment’.

Although the conclusions presented by Maria Pevchikh are coincident with the conclusions of the Moscow City Court, juridical meaning of this court verdict, from the point of view of ‘law culture’, is beyond dispute – the guilt has been established. And maxims of Maria Pevchikh can be ‘talked round’ and that’s just what are doing now witnesses of ‘Saint Nevzlin’.

The verdict of Leonid Nevzlin, we would like to remind our readers, passed a test in the ‘real court – in the European Court of Human Rights’. It’s like this that Irina Dolgina,

a representative of Leonid Nevzlin defense, formulated her position in 2009. Like, now, after these Russian law instances, a ’real’ court in Europe will pronounce its word.

Yet the conclusions of the ‘real court’, i.e. of the ECtHR, for those who consider that the Moscow Court is somehow not ‘the right one’, happened to be depressing to a great extent – so much that they can put back Leonid Nevzlin to the ‘red corner’ of Interpol’s investigations.

So, the ECtHR, having studied the complaint of the fugitive criminal, didn’t find any political underpinnings, no discrimination of the defendant, and no bias of the Russian Court. And it didn’t find either any contravention of ‘presumption of innocence’ in Leonid Nevzlin case, having also pointed out that the verdict had been made on the bases of a number of proofs, testimonial evidence and other materials.

Therefore, ‘the real court in Europe’ by its decision of January 18, 2022, actually, confirmed the rightfulness of the actions and evaluations of the Moscow City Court during the investigation by default of the criminal case of the defendant Leonid Nevzlin on the charge of organizing murders and attempted murders. In other words, the court in Russia, based on the same ‘presumption of innocence’, which presupposes that ‘the defendant is not guilty until proven otherwise’, and having studies the materials of the investigation and having heard the position of the sides, came to the conclusion that Leonid Nevzlin was guilty of crimes imputed to him by the investigation. I.e., that ‘otherwise’ had been proved. And the court in Russia did it, as was pointed out by the ‘real court in Europe’, without any bias in regard to the defendant and without any other secret intentions.

Yet, in the Anti-Corruption foundation (FBK), as well as all other talkative participants of the discussion ‘he could – he could not’, either forgot about these court verdicts, or put it on the shelve to be used for other purposes. But it’s just the materials of the courts that point out – ‘Leonid Nevzlin could do it’. And, furthermore, they disclose the main ‘hero’ by way of the most real and, which is important, legally relevant method.

And all that makes a considerable addition to the criminal picture in line with that very ‘law culture’ about which Khodorkovsky and Co. are nervously chattering and juggling with terms.

Thus, all these unreal tribulations of ‘democratic activists’ in Europe, and not only there, represent a tough relapse from the part of the fugitive criminal Leonid Nevzlin. And this relapse demands attention, taking into consideration the whole ‘clinical record’ at that. And this is evident to any investigator, in any country of the world, who is trying to establish a picture of a crime. In general, all this fugitive crowd of foreign agents was extremely lucky, as their counterparts didn’t started blankly to kill and to blow them all, as it had been common practice in the past, ‘for the interests of the company’, and because of banal enmity of psychic ‘quirks’ of Leonid Nevzlin, the curator of the Security Service of the oil company Yukos.

And, digging, in accordance with investigative science, in the past of the suspect, any field officer in any country of the world will find interesting material which brightly characterizing the insolent defendant from Israel. We recommend.

THE LIST OF ‘ORDERS’ OF LEONID NEVZLIN

(Composed on the ground of materials of court reports and the verdict of the Moscow City Court of August 1, 2008’, which ‘stood’ even in the ECtHR).

The sum of the fee in connection with the episode – 5 000 US dollars to each of them as well as the car ‘Hyundai Galloper’ (handed over to Shapiro).

  1. Nevzlin L.B. together with Pichugin A.V. organized the murder of the mayor of the town Nefteyugansk Vladimir Petukhov, which was carried out on the birthday of Mikhail Khodorkovsky in the town Nefteyugansk. The information about the killing of the mayor came through telephone to Leonid Nevzlin. They refused to call off the banquet on the occasion of the birthday of Mikhail Khodorkovsky. They decided to unite these two occasions. They made merry at the ‘facility of Yukos’ located in the Moscow Region, in the township Korallovo.

Effectors of the order – bandits Reshetnikov Y.V. under facilitation of Tsigelnik G.A. (also Shevtsov) and Shapiro V.V.

The sum of the fee – 150 000 US dollars.

Result: Vladimir Petukhov was killed. Vyacheslav Koshkin  

  1. Nevzlin L.B. together with Pichugin A.V. organized an assault on the office manager of the company ‘Rosprom’ Viktor Kolesov, carried out on October 5, 1998 in Moscow.

Effectors of the order – bandits Reshetnikov Y.V. and Tsigelnik G.A.

Sum of the fee – 5 000 US dollars.

Result: Viktor Kolesov survived. Yet, during the court proceedings he refused downright even to suppose ‘how he can stand in the way of Yukos interests’ and what they were trying to kill him for, as the bandits initially had become such a task from the ordering customers. First approaches to Viktor Kolesov were made by members of t Korovnikov’s gang, and they found out that that the victim was not a simple merchant and was moving with a guard. In this connection, they demanded money for two potential corpses, having increased the fee up to 15 000 US dollars. But the ordering customers switched the killers from the town Tambov to other issues and the order was handed over to killers from the town Volgograd.

  1. Nevzlin L.B. together with Pichugin A.V. organized (the first) attempted murder of the businessman Yevgeny Rybin which was carried out on November 24, 1998, in Moscow.

Effectors of the order – bandits Reshetnikov Y.V. under facilitation of Tsigelnik G.A. and Shapiro V.V.

Result: the intention of physical liquidation of the target was not carried out to the end for reasons beyond control of the criminals. The cartridge chamber of the assault rifle was locked during firing, and Yevgeny Rybin managed to hide himself in a cover.

The sum of fee in regard with the episode – 300 000 US dollars.

  1. Nevzlin L.B. together with Pichugin A.V. organized an attempted murder of Olga Kostina, an adviser of the Mayor of Moscow which was carried out on November 28, 1998.

Effectors of the order – bandits Korovnikov I.O. Popov P.A., Kabanets V.N., and Erbes D.P.

The sum of the fee in regard to the episode – from 3 000 it rose to 15 000 of US dollars. The bandits during the surveillance had found out that their target - Olga Kostina – was not a debtor (kommers), but an adviser of the Moscow City Hall (Viktor Kolesov was also presented to the bandits as debtor, as ‘indebted commercial man’).

Result: The intention to physically liquidate the target was not realized to the end due to reasons beyond the will of the criminals. Apart from that, the mistake of the bandits during the construction of a self-made bomb lowered the supposed damage of the blowup. The ordering customers were very unsatisfied with the result, the effectors didn’t receive any money, as a result, but the customers still demanded that they should ‘outwork the molly’.

After that, after a while, they ‘received’ a new theme – to murder Sergey Gorin.

  1. Nevzlin L.B. together with Pichugin A.V. organized the second attempted murder of Yevgeny Rybin, as a result of which, on March 5, 1999, was killed his driver Nikolay Fedotov. The guard of the Ministry of the Internal Affairs Alexey Ivanov became invalid, and the guard of the same ministry Yevgeny Filippov was wounded.

Effectors of the order: a military-like roadblock on the way to Yevgeny Rybin’s house was set by the bandits Tsigelnik Y.A., Reshetnikov Y.V. under facilitation of Shapiro V.V.

The sum of the fee in regard with this episode: 300 000 US dollars, declared during the preparation for the first attempted murder, plus 30 000 US dollars for the second attempt.

Result: The intention directed at physical elimination of the target was not realized to the end for reasons beyond control of the will of the criminals – Yevgeny Rybin was not in the cavalcade of automobiles, as, without saying to anybody, he, during the ride, had taken the decision to call on his relatives and to spend some time there. The guard, moving without its client, was ambushed.

  1. Nevzlin L.B. together with Pichugin A.V. organized the murder of witnesses which were dangerous for him, namely members of the band of contract killers Sergey Gorin and his wife Olga Gorina, committed on November 20, 2002 in the community Raduzhny in the town Tambov.

The supposed sum of the of the fee was about $50 000. This sum was mentioned in 1999, and the head of the organized criminal gang (OPG) Korovnikov in his evidence told about his meeting with Alexey Pichugin in the near of the Paveletsky Railway Station in Moscow. Courts of all instances in Russia named as organizer of this double murder the employer of the Security Service of the oil company Yukos Alexey Pichugin, and as ordering customer of this bloody clean-up was named Leonid Nevzlin.

ENDLESS PLAY OF ‘DENIAL’

We would like to remind our readers that, in 2015, Mikhail Khodorkovsky was accused in absentia by the Investigative Committee of the Russian Federation under Article 105, Paragraph 2 (organization of murder and attempted murder of two and more people) in the criminal case in regard to the murder of the mayor of the town Nefteyugansk Vladimir Petukhov and two attempted murders of Yevgeny Rybin. The mentioned crimes, we would like to point it out once more, had been ordered and financed, according to the verdict of the court, by Leonid Nevzlin who then fled to Israel.

Years pass, generation has changed, the world itself and technologies are changing. But the bandit-like style of fugitive billionaires, as we can see, is alive and well. And nowadays this style is implemented in countries with increased ‘legal culture’. That is why the game ‘get off the hook Nevzlin and Khodorkovsky’ is continuing, this time with new episodes from the ‘list of orders’ of Leonid Nevzlin sentenced to life imprisonment in Russia for such criminal acts.

 * Nevzlin Leonid Borisovich, born 21.09.1959, Individual Insurance Account Number (SNILS) 094-463-07079 – on 23.06.2023 included into the Registry of foreign agents with No 622. On August 1, 2008, as ordering customer of five murders and six attempted murders was sentenced in absentia to life-long prison imprisonment. The European Court of Human Rights (ECtHR) based on the results of studying Nevzlin’s complaint in 2022, pointed out that it had found no ‘Court’s bias in Russia’. He is of the wanted list in Russia.

* Khodorkovsky Mikhail Borisovich, born 26.06.1963 – on 20.05.2022 was acknowledged by the Ministry of Justice of the Russian Federation as physical person fulfilling function of a foreign agent. Included in the Registry of foreign agents with No 389.

* Volkov Leonid Mikhailovich – on 10.02.2021 he was sentenced in absentia for disposing minors to unlawful activity (Article 151.2, Paragraph 2 of the Criminal Code of the Russian Federation). On 22.04.2023 was included in the Registry of foreign agents with No 372. On 14.01.2022 Rosfinmonitoring included Volkov in the list of terrorists and extremists.
