But, the head of state cannot deal with such questions as delivery of goods to the Northern Territories or oil tariffs – this is the prerogatives of the government, which should bear the responsibility before the Parliament and resign in case of failure”.

“The current model of the state was created for one person – Boris Yeltsin, who, at a certain moment, wanted to take the most important decisions irrespective of the mood of the people and composition of the legislative power, irrespective of the results of elections. Especially furious Khodorkovsky fought against the amendments to the Constitution, in which, apart from the notorious “reduction to zero”, Mikhail Borisovich didn’t notice, for instance, the granting authority to the Parliament relating to the formation of the cabinet of ministers, and that is exactly an element of the president-parliamentary model. The model, the advocate of which he has declared himself.
