But, the head of state cannot deal with such questions as delivery of goods to the Northern Territories or oil tariffs – this is the prerogatives of the government, which should bear the responsibility before the Parliament and resign in case of failure”.

Especially furious Khodorkovsky fought against the amendments to the Constitution, in which, apart from the notorious “reduction to zero”, Mikhail Borisovich didn’t notice, for instance, the granting authority to the Parliament relating to the formation of the cabinet of ministers, and that is exactly an element of the president-parliamentary model. The model, the advocate of which he has declared himself.
